rbot: feh if there's no feh plugin, should check the feh keyword, or respond "dunno".

I'm not sure this is such a hot idea. I know that the keywords plugin can be abused to get some sort of “chatback” from the bot, but I think that a proper chatback plugin should be used for this kind of stuff, separately from the keywords plugin.
